As spelled in Latin letters. New rules for transliteration in Russian passports

The complex aspect in filling out the questionnaires is always transliteration of Russian names and surnames into the passport. In addition, the Latin alphabet itself has nothing to do with the Russian language, and the rules of writing are constantly changing and adjusting, which is why an ordinary person sometimes just cannot keep up.

The use of the old rules, which were developed and implemented in 2010, assumed the use of transliteration according to Russian and international standards at the same time. Starting in 2015, all spellings of names, surnames and names are carried out exclusively on the basis of the international system.

The new transcription in the international passport, in force since 2015, conforms to the standards of the International Civil Aviation Organization, more precisely, document number 9303. The changes, as always, affected inconsistencies in two languages, namely:

  • the letter "q" is now transmitted using a combination of ts, and not tc, as it was before;
  • the vowels "I", "u", and "e" should now be written using the Latin i instead of y. For example, if earlier the letter “I” was written ya, now it will look like ia;
  • the new transliteration rules in the international passport in 2017 touched the letter “y” respectively. By analogy with the previous rule, the Latin letter i will now transmit it;
  • his designation in the Latin alphabet finally got a solid sign, which now corresponds to the letter duet ie.

For clarity, we give a few examples:

  • Anastasia - Anastasiia;
  • Dmitri - Dmitrii;
  • Valery -

Contrary to the fact that the new transliteration in the international passport came into effect in 2015, it is not prohibited to cross the border on the basis of the third document in which the old style is used.

Translation rules

The introduction of new rules has become a necessary measure due to the use of all international checkpoints, migration services, airlines and other carriers of a single data entry system. Thanks to her, the translation from Russian into Latin for passport is carried out automatically.

In this regard, the applicant who completes the exit passport is obliged to fill out the application form correctly, and the task of the migration service staff is to correctly enter this data into the system in Cyrillic.

As you know, a mistake in one letter will not play a significant role, but it will be better if your passport contains reliable information, because on its basis a lot of other important documents are filled.

Will there be problems

In light of this, the most pressing question remains: can there be any difficulties if the transliteration of the Russian alphabet into Latin passports for the passport will not be carried out correctly? After all, many people know that in the case of the Russian spelling of names and surnames, the difference in that same ill-fated one letter sometimes makes it necessary to prove their relationship in court.

Errors

The most common mistakes that can be found in the passport are:

  • missing letter;
  • extra letter;
  • spelling error.

Writing a surname in Latin passports in a foreign passport causes the most difficulties when it comes to letters that are simply not in the Latin alphabet - Y, Y, Y, as well as diphthongs “I” [ya], “y” [yu], “e” [ye]

If the mistake was made by a migration service officer, a new passport must be issued within two hours. Present the entire package of papers is no longer necessary. You only need an extra photo. The duty is also not paid. It may take a little longer to replace your biometric passport.

If written differently

It goes without saying that as long as the old foreign passport remains valid, its owner will be able to enter and leave with the data that is entered in it. But when they receive a new document, they will be changed without fail. Translite for a passport will look slightly different in the previous ID and in the new one. This, however, should not cause any problems at the border.

Moreover, the airlines are more than loyal to this: you can fly out according to the booked ticket, even if you bought the ticket using an old foreign passport, and you check in with a new flight.

How to leave the old spelling name

Sometimes circumstances dictate a situation where the transliteration of the name in the passport should remain the same. This is necessary in such cases:

  • when it is required that all entries in other documents and in the passport be the same;
  • if necessary, leave the name the same as it is written in the papers of other family members.

Any document that is presented abroad or is needed to travel to a particular country must be translated into English, and in general, everyone must be able to correctly express Russian names or proper Latin names. That is why a special system of transliteration of Russian names into English was created.

Often, people are faced with the problem, how to correctly write your name in English when filling out forms, forms and other documents. Many believe that the name must be translated, and they are looking for the equivalent of their own name in English with all their might. Indeed, some of the names in these two languages are very similar, but still they are different names. Therefore, they do not need to be translated or look for an equivalent, you just need to learn simple transliteration rules that are as important as transcription, and you will be able to submit your name in English.

Transliteration is a method of writing words of one language by means of letters of another, that is, the replacement of Russian letters with Latin. There are names that have several spellings, since the same sound can be conveyed in several letters. For example, the name of Eugene may be written as Yevgenia, Yevgeniya   or Evgenia.

General transliteration rules

Different ways of transliterating Russian names into English were oriented towards French and German. Several methods of transliteration have remained now, but the most common way is still English transliteration.

We present you the general rules of transliteration:

In order for Russian words to be pronounced correctly, you need to select the sound analogue in English as precisely as possible. Part of the letters does not cause any problems, and here everything is clear:

A - A; G - G; HER; H - Z; K - K; P - P; F - F and others.

To convey the sizzling, you need to remember the rules of the English language, especially diphthongs:
W - ZH; H - CH; W - SH; Sh - SHCH, TS - TS (Zhanna Strizh - Zhanna strizh; Vyacheslav Chistovich -   Vyacheslav chistovich; Shura Shishkin - Shura shishkina; Schukin, Tatishchev - Shchukin, Tatishchev; Tsaplin, Kuznetsov - Tsaplin, Kuznetsov).

There are also rules for the transfer of especially complex Russian words to English:

  • E, E, Yu, I, which are transmitted using a combination Y + E, O, U, A   after the vowel and the beginning of the word;
  • E, E, Yu, I after a consonant with a combination I + E, O, U,   A;
  • B and b are not transmitted;
  • the apostrophe "" "is used to convey the softness or hardness of the previous consonant in transliteration of names;
  • to pass the Russian X use a combination K + H, K   enhances the sound H   (Mikhail Tikhonov -   Mikhail Tikhonov);
  • it is better to transfer the Russian combination of the COP KS, but not X (Aleksey vaksin   - Alexey Vaksin);
  • the end of the FIR can be passed IA   or   IYAbut usually   Y   goes down to simplify writing (Maria, Mariya   - Maria;   Anastasia, Anastasiya   - Anastasia; Ksenia, Kseniya   - Kseniya);
  • And transmitted by I   or Y, usually used in surnames (Irina Ilyina - Irina Ilyina).

Patronymic in English

Your name should be submitted in this order: name and surname - Ivan Kozlovsky   (Ivan Kozlovsky), if you need to use the middle name, then it should be placed between the first and last names   Ivan Vasilyevich Kozlovsky   (Ivan Vasilievich Kozlovsky).

Patronymic examples

Aleksandrovich, Borisovich, Dmitriyevich, Fedorovich, Georgiyevich, Igorevich, Konstantinovich, Leonidovich, Maksimovich, Nikolayevich, Olegovich, Pavlovich, Sergeyevich, Timofeyevich, Valeryevich, Yuryevich.

Aleksandrovich, Borisovich, Dmitrievich, Fedorovich, Georgievich, Igorevich, Konstantinovich, Leonidovich, Maksimovich, Nikolaevich, Olegovich, Pavlovich, Sergeevich, Timofeevich, Valerievich, Yuryevich.

The importance of proper spelling of proper names in English

Many names can be considered international and you can try to find appropriate equivalents, but they will still be different names. For example, Darina can become   Dorothy, Helena - Helen, Ivan -   John, Stepan - Steve   other.

You should also pay attention to the fact that the chosen male or female English name should be used in all documents, since changing only one letter will not change the pronunciation as a whole, and in documents this may entail a large number of problems and inconveniences. For example, Andrew   and Andrey   in different documents may mean that they are two different people.

  • The letter E of the Russian alphabet is transliterated into the Latin alphabet as YE, if it stands at the beginning of a word, after vowels and signs of b and b. In all other cases - as E.
    For example, Evgeniy = Yevgeniy, Anatolyevich = Anatolyevich, Sergeevich = Sergeyevich.

  • The letters Ω and Ы are transliterated as Y in both cases.
    For example, Quick = Bystryy.
  • The letter C is transliterated as TS. In the same way as the letter combination of the vehicle.
    For example, Tsaryov = Tsarev.

According to the regulations, which came into force on March 16, 2010, have changed transliteration rulescyrillic characters when writing the name and surname of a passport holder. Many citizens of the Russian Federation, when receiving a new international passport, are surprised at how much the transliteration of the surname and first name has changed compared to the old international passport. But this writing is not a figment of the imagination of an inspector who enters your data into a computer.

The program for registration of the passport is arranged in such a way that the inspector enters the data only in Russian, and the corresponding computer program performs the translation automatically, strictly in accordance with the relevant rules. On this moment   transliteration according to GOST is as follows: A / A, B / B, B / V, G / G, D / D, E / E, F / ZH, H / Z, I / I, K / K, L / L, M / M, N / N, O / O, P / P, R / R, C / S, T / T, U / U, F / F, X / KH, C / TC, H / CH, W / SH u / SHCH, Y / Y, E / E, U / IU, I / IA. In this case, many names in new passports are written differently than in previous passports - for example, Viktoriia instead of Viktoriya or Iuliia instead of Yuliya .; The spelling of the name and surname sometimes changes dramatically, it becomes almost unrecognizable. Such a new spelling of names and especially surnames creates many problems for Russian citizens. This may be due, for example, to rights previously issued, credit cards, tickets purchased in advance by plane or train.

What to do if you want to leave the old transliteration and do not want to bother with a bunch of documents? According to paragraph 78 of this order, it is possible to retain your former last name - just write a statement. Paragraph 78 of the order states that a motivated written application of a citizen drawn up in an arbitrary form and submitted personally when presenting the available documents (passport, residence permit, visa, marriage certificate, education documents, title documents, banking and other documents), the spelling of the name and surname of the passport holder with the letters of the Latin alphabet is made in accordance with the documents submitted on the basis of the decision of the head of the FMS of Russia (within the competence), territorial th body or department performing a passport, or his deputy.

  Sample application: "Statement. I ask in accordance with paragraph 78 of the “Administrative Regulations of the Federal Migration Service for the provision of public services for registration and issuance of passports of a citizen” Russian Federationidentifying a citizen of the Russian Federation outside the territory of the Russian Federation, and for executing the state function of their registration ”, when making a new passport form, keep transliterating the spelling of my name in the previous form - full name, since the spelling of the name in this form is used in a significant amount of financial and title documents, the change of which would entail significant financial and time costs. In support of the above and a motivated statement on the preservation of the old form of writing the name, I attach copies of the following documents: - list of documents ”

The application must include copies of documents such as: passport, residence permit, visa, marriage certificate, education documents, old foreign passport, title documents, banking and other documents, if the last name was used with the same transliteration. Order of the Federal Migration Service (FMS of Russia) of February 3, 2010 N 26 Moscow "On approval of the Administrative Regulations of the Federal Migration Service for the provision of state services for registration and issuance of passports of a citizen of the Russian Federation, identifying a citizen of the Russian Federation outside the territory of the Russian Federation , and on execution of the state function in their accounting "

  In a foreign passport, both new and old, the name and surname of the holder is always written in Latin letters. When making all, special attention is paid to the writing of all personal data. Transliteration in the passport is carried out according to certain rules that may vary, so you should specify the actual writing patterns in Latin before submitting a package of documents.

In 2017, transliteration was updated, but it fully complies with international standards.

The previous update was exactly 6 years ago.

The procedure for translating the name and surname into a passport is carried out in each branch of the migration service, and transcription can be carried out not only by international rules, but also in Russia. For the current year, international standards are relevant.   The process itself is carried out automatically using a computer program. All that is required of the applicant - fill out without blots and errors. Employees of the migration service enter into the program all the information in Cyrillic. This method works in most countries of the world.

Since 2010, transliteration has undergone many changes, and therefore many are concerned about the emergence of difficulties or problems associated with the different writing of personal information in different documents. Often there are situations when a difference of at least one letter can cause a lot of trouble, for example, a trial in court about proving kinship, etc.

Concerning foreign passports, the situation is not so serious: the spelling of the name in the document of the old type may differ from what is indicated in the biometric.

Most airlines admit flight on a ticket that was purchased before obtaining a biometric passport, even if the new document has differences in the writing of data compared to those indicated in the ticket. If the initials on the bank card are not written in the same way as in the new passport, then upon reaching the reissuance period, the information will be rewritten again.

Innovations

Last year, the changes affected the transliteration of some letters of the alphabet, because of which some first and last names seem completely unrecognizable and difficult to read. The letter "e" is now also taken into account, as well as "e", and a solid sign has also become translated. In addition, the combination of some vowels is changed, differently indicated by "c" and "d". More detailed information is given in the table:

According to the new rules, in 2017 many surnames and names are written differently, not like in passports issued earlier: not Sergey, but Sergei, not Sofiya, but Sofiia, etc.

  In some cases, it is important to keep the old writing of the data old in order to comply with the writing in the documents of other family members or in previously issued important papers. In order to leave the "transliteration" as before and not go through a rather complicated procedure of renewal, it is sufficient to simply write the corresponding statement in accordance with paragraph 78 administrative regulations.

What you need to do if you want to keep the "old" name

The statement, which specifies how to write the name / surname, is filled out completely in free form with the obligatory indication of the reason why the information should look in the desired way. The document is addressed to the head of the local migration department. In order for an application to have administrative force, it is necessary to refer to the 28th paragraph of the order of the Federal Migration Service   Under the number 211, dated 2014

The following is required to attach to the document (where the old personal data is written):

  • Foreign passport (previous);
  • An official marriage certificate issued in any other state;
  • A copy internal passport   country;
  • Birth certificate (you can even have a child, as the data of the parent are indicated);
  • Any documents on education received in Latin;
  • Visa, which has not expired.

All documents issued for the territory of the native country should be legalized and translated into Russian. It is impossible to change the transliteration rules of your own accord.
