Every year quite a lot of foreign citizens come to the Russian Federation to work. Some of them decide to use the compatriot resettlement program or reunite with their families. The very first step for employment and obtaining citizenship is a legal permit for temporary residence.

Obtaining temporary residence

A temporary residence permit may be issued to a foreign citizen within the quota approved by the Government of the Russian Federation, unless otherwise provided by this Federal Law. The validity of a temporary residence permit is three years (as amended by Federal Law No. 110-FZ of July 18, 2006).

The territorial body of the federal executive body in the field of migration, upon an application filed with the said body by a foreign citizen temporarily staying in the Russian Federation, or upon an application filed by a foreign citizen at a diplomatic mission or consular office of the Russian Federation in the state of residence of this citizen, within six months, issues to a foreign citizen a citizen with a temporary residence permit or refuses to issue such a permit (as amended by Federal Law No. 110-FZ of July 18, 2006).

Actions after receiving the TRP

The procedure for issuing a temporary residence permit and the list of documents submitted simultaneously with an application for issuing a temporary residence permit are approved by the authorized federal executive body in Law N 160-FZ of 23.07.2008.

The legalization process always requires a lot of time, excellent knowledge of migration rules and great patience. The procedure for performing the sequence of further actions after receiving the RVP is as follows (Law N 227-FZ of 07/27/2010):

  1. Registration at your place of residence;
  2. Completed migration registration;
  3. Confirmation of receipt of RVP;
  4. Issued residence permit.

We have not yet weaned from the common word propiska, despite the fact that this institution of propiska was reorganized into the correct registration at one's place of residence. The current legislation of the Russian Federation provides that from the moment you receive the full right to register under the TRP in Moscow, your registration at the place of residence must take place in accordance with Law N 115-FZ.

It is possible to complete registration in any territorial department of the Ministry of Internal Affairs by submitting an application. You must provide all your accurate data about the address of the residential area where you plan to stay. When registering at your place of residence, you will never again have the opportunity to put marks in the migration service. If serious violations are detected during registration, the culprit will be deprived of the TRP, and then expelled from the country.

Therefore, each foreign resident has the right to independently decide whether a residence permit or registration is needed after receiving a TRP.

Rules for confirming the right of temporary residence

From the moment of the first registration of the TRP, for no more than 60 calendar days, foreign citizens have the opportunity to be completely unhindered in the territory of Russia. Immediately after the expiration of this time, the State Migration Service awaits confirmation of the RVP to make sure that the migrants are here legally and work in Russia according to the law. To do this, you will need to send a completed notice to the nearest department of the Federal Migration Service, as well as a certificate from the tax service.

From the very moment of confirmation of the TRP, you are considered a full-fledged temporary resident of the Russian Federation, therefore, you have the right to live and legally work in Russia for three years (where the TRP was received). If, after two and a half years of such residence, you want to become a full-fledged citizen of Russia, then you will need to apply for a residence permit.

Registration of a residence permit


Prior to obtaining a residence permit, a foreign citizen is obliged to live in the Russian Federation for at least one year on the basis of a temporary residence permit in accordance with Law No. 115-FZ of July 25, 2002. If everything has been successfully observed in order to obtain a TRP, then it is already possible to proceed to the last and final stage of the correct execution of a residence permit.   • Photo size 35x45 mm.
  • Personal passport.
  • Proof of your housing.
  • A document on income received, a court decision on receiving alimony, a certificate of employment, a pension certificate, and others.
  • Certificates of the possible absence of sufficiently dangerous infectious diseases, as well as drug addiction.

Changing the period of temporary residence

In order to ensure national security, maintain an optimal balance of labor resources, promote, as a matter of priority, the employment of citizens of the Russian Federation, as well as in order to solve other problems of the internal and foreign policy of the state, the Government of the Russian Federation has the right to increase up to one hundred and eighty days or reduce the period of temporary stay of a foreign citizen.
