The legal stay of a migrant on the territory of the Russian Federation provides for obtaining a temporary residence permit (TRP). Only after this procedure does the migrant gain the opportunity to “register”. Registration after receiving the TRP is a procedure characterized by a certain sequence of actions and the provision of the necessary documentation to the migration department.

A temporary residence permit provides a foreigner with the following rights:

  • residence in the country for three years - a citizen has the right not only to live in the country for three years, but also to leave it during this time and return;
  • employment opportunities;
  • obtaining a full range of medical services;
  • opportunity to create and run your own business.

Based on this, the migrant receives almost all the rights that ordinary citizens of Russia who were born in it get. However, along with the rights, a foreigner who has received a TRP has some obligations or restrictions:

  • the possibility of work is allowed only in the region in which the "registration" is issued;

  • residence strictly in the area where the “propiska” is issued (in order to move, weighty reasons are needed, such as the acquisition of real estate and registration at a new place of residence);
  • obligatory passage of the registration process at the place of residence.

Repeated violations of their duties may result in a fine, and then expulsion from the country.

Where can I register

The term "propiska" is not used in official documents after the collapse of the USSR, but is still used in everyday life. Obtaining a "propiska" by a foreign citizen with a TRP at a specific address is possible in several ways. It should only be remembered that this must be done no later than 7 days after receiving a temporary residence permit.

Rental apartment

A foreigner can "register" in a rented apartment. The main condition is the consent of the owner of the property. The process of obtaining a "registration" is quite simple:

  • obtaining consent from the owner of the apartment - a written application is required, but even a lease agreement can be regarded as the fact that the owner of the housing is not opposed to the residence of unauthorized persons in his living space;
  • submission of documents to the local UVM UMVD for "registration" at the place of residence;
  • after considering the application, the migrant receives the necessary documents for registration in a rented apartment.

Rented housing is one of the best options, where it is most preferable to register after receiving a TRP.

“Residence registration” in municipal housing involves similar actions, only instead of the owner of the apartment, local governments act. In most cases, municipal housing is provided to foreign citizens for the period of long business trips and work visits that require being on the territory of the Russian Federation with temporary border crossings.

Registration at the place of residence under the TRP in a municipal apartment is characterized by standard actions: obtaining permission to "residence permit" in the apartment (as a rule, migrants are immediately provided with all the necessary documents) and submitting an application to the Department of Internal Affairs of the city/region.

The ideal option is your own living space, in which "registering" is not a problem. The procedure involves visiting the local migration department of the Ministry of Internal Affairs of the Russian Federation with documents for an apartment and an application for registration at the place of residence.

In order for the registration procedure to go smoothly and without unforeseen situations, it is necessary to strictly follow the legislation of the Russian Federation. Many foreign citizens do not know . The law provides for no more than 7 days from the date of receipt of a temporary residence permit in order to register at the place of residence. How to make an application

The application for registration under the TRP is a standard form of the 2007 model, which is filled in by the applicant personally.   1. Name of the territorial body - indicates the specific department for migration issues at the address of the future "propiska".
  2. Full name with indication of citizenship.
  3. Place of residence - the address of the future "registration".

  5. The basis is the ownership of the apartment.
  6. A document confirming the right to temporary residence.
  7. Last place of registration.
  8. Signature of the applicant and the responsible person accepting the application.

Terms of registration and cost of "registration"

A foreign citizen with a temporary residence permit has a period of 7 days to obtain a "propiska". During this period, you need to collect all the necessary documentation and submit it to the territorial office of the migration department for subsequent registration at the place of residence. This process will take no more than 3 days from the moment the package of documents is received by the UVM employees.

A migrant must pay a state duty - 1600 rubles. in each region are different, so the exact data can be obtained from the employees of the migration department or on the official website of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation. A foreign citizen who plans to get a "propiska" is required to pass a test for knowledge of the Russian language. The cost is 5300 rubles. It is also mandatory to pass a medical examination before registering at the place of residence. The cost for an adult is 2900 rubles, and for children - 2500 rubles.

In what cases is it possible to refuse

The Migration Agency may refuse to grant a “propiska” to a migrant only on the basis of the legislation of the Russian Federation. These reasons include:

  • the absence of a lease agreement with the owner of the housing is a prerequisite if the migrant plans to obtain registration from strangers;
  • an incorrectly drawn up application (if there are gross violations, then a refusal to provide registration at the place of residence is expected, and if there are minor flaws, then filling out the application again is allowed);
  • providing false information about yourself, family or financial condition, which does not correspond to reality and information from the tax service;
  • the lack of written consent of the owner of the housing for the “registration of an outsider.

Another refusal is inevitable if the applicant has a disease dangerous to others.

If you change your place of residence

A migrant with a TRP can register at the place of residence only in a certain region. This also applies to work. When changing the subject of the Russian Federation, the migrant is obliged to carry out all the necessary actions to obtain a new "propiska". Otherwise, the legislation provides for liability from administrative and up to expulsion from the country. Exceptions are provided when the migrant's labor activity is related to trips around the country or business trips. Then the presence and irregular residence of a citizen in another region is not considered a violation, but only if these aspects are spelled out in his employment contract. There are some restrictions on living in one region. For example, a foreigner is registered in the Moscow region, then he has the right to work in all cities of the region, except Moscow. Whereas when registering in Volgograd or Voronezh, a migrant has the right to reside in any locality of the region, including the regional center, because this is considered one region.

What is the punishment for a fictitious "registration"

A fictitious "propiska" of foreign citizens is considered to be a large number of registered people in one apartment. This is contrary to the law and violates human rights to personal space when a certain number of square meters per resident is provided.

On the other hand, migrants with fictitious registration do not pay taxes, causing damage to the country's budget. For violation of the registration procedure at the place of residence, the following types of punishments are provided for homeowners:

  • a fine of 100 thousand rubles;
  • forced labor;
  • criminal liability.

A common method of influence is precisely a fine, the amount of which depends on the severity of the violation (the duration of the fictitious "registration", the number of migrants, etc.). Penalties are also provided for foreign citizens for fictitious registration, but due to the fact that most of them are newcomers to work, they do not have the means to pay. Therefore, an effective method of influence is expulsion from the country. It should be noted that the paid registration of a foreign citizen is not a violation of the law if the procedure is executed in accordance with all requirements.
