What is the difference between the new international passport and the old international passport? New and old international passport - what are the differences and what to choose

All-Russian civil passport loses its legal force during his stay abroad. As an identity card in this situation is a foreign passport. Citizens of the Russian Federation have the right to issue a document of the old or new type. In the article we will find out how the international passport differs from the old one, what paper is needed for their registration.

The introduction of the Unified Migration System contributed to the creation of a new media format. This helps to read information and speeds up the passage of border control services.

The electronic database of the Unified Migration System stores data on travels of citizens to foreign countries. The database also includes data on fines, violations, deportations. The information has been in the system for 5 years since the last trip abroad.

In Russia, to issue a document of the new sample (biometric) began in 2010. The Unified System has not yet fully gained momentum in its work. There is no law that all citizens of the Russian Federation are obliged to cross the border on a biometric passport.

The transition to a new species will take at least 10 years. At this time, they are both equal. If viewed from the point of view of jurisprudence, none of the types has advantages over the other. Citizens of Russia have the right to make a choice in favor of any of the types.

Main difference

The passport of the new sample (biometric) differs from the old foreign passport in that it incorporates an electronic chip. Chip - storage of information. It is indicated by a symbol on the cover. The chip is located on the last page.

The media contains data:

  1. FULL NAME.
  2. Date of Birth.
  3. Place of Birth.
  4. Serial number.
  5. Fingerprint (fingerprint information).

The old format suggests 36 pages. Biometric - has 46 pages.

For how long give out

The validity period varies: an old-style document is valid for 5 years, a new one is for 10 years. Young children will have to change faster (due to the fact that the appearance changes a lot with age, which complicates border control procedures).

Photo Requirements

For the old format they present photographs of the established format, which are made in the atelier.

For the new format, the personal presence of a citizen in the Migration Department is required, as the photos are taken when submitting the application. The snapshot is digital, has a specific format. Image attached to paper.

Information about children

You can enter children into an old-style document (if no passport is issued for them, the data is written on a blank page). The new format does not provide this opportunity, so the child will need a separate document.

Paper for registration

The set of papers for types of passports is not too different:

Men from 17 to 27 years of age show a military ID or certificate from the draft board.

When filling out the questionnaire it is very important to correctly record the data (in accordance with the new rules of transliteration of names). If the writing of the new rules does not suit the citizen of the Russian Federation, he has the right to issue a petition in which he argues his desire to leave the previous spelling.

Sample filling the form

Cost of

The state duty for the old-style passport is 2,000 rubles for adult citizens of the Russian Federation, 1,000 rubles for children.

Registration of a biometric document will cost the applicant 3,500 rubles. State duty for children is 1200 rubles.

Should know

The biometric passport is manufactured according to the installed module, it is impossible to issue a document in a matter of urgency (3 days).

Special manufacturing method eliminates counterfeiting. He has several security systems, one of which is an electronic signature.

Everyone knows that your internal document loses its legal force immediately after crossing the border of the motherland. From now on, your identity can only be verified by a zagran. Every Russian citizen today can get two options for such certificates. We will understand how the international passport differs from the old one.

Question and his story

The issuance of a new document began in 2010. It appeared due to the introduction of the updated Unified Migration System; a universal format of information media was created for it. Her reading fits much more precisely with such a passport, while passing control at the border is faster.

In the electronic database, implemented with the migration system, all information regarding the history of each citizen’s travels can be saved, information about deportation, fines, violations is also saved.

But since the unified system is just beginning to gain momentum, there are no requirements for the urgent replacement of passports. In Russia, this process is expected to take about 10 years. It should be noted that both documents are completely equal and have no legal advantages over each other. Therefore, everyone should independently decide for himself which is the best way to receive documents.

The main difference

In the passport of the new and old sample the difference (main) is in the electronic chip. Exactly new passport   has such an electr. data store. The presence of content in the chip document is indicated by the corresponding sign, which can be seen on the cover. The chip can be seen on the last turn. It contains such information as the document number, its series, country and date of birth, full name.

Also, the passport of the new format makes it possible to record information about the fingerprints of its owner. These pictures and became the main reason for the transition to a new version. Today, only border guards can use the fingerprint reader function. control only in the biggest capitals of the world.

The installed module does not allow making such a document quickly. Therefore, while it is impossible to order an urgent issue of a biometric certificate (3 days). It is simply unrealistic to make it from the technical side.

Other differences

In addition to the ability to store data, the documents have many other differences.

How much does

The international passport of the old model or the new one - everyone has a valid time, the first one is issued for 5 years and the second for 10 years.

Volume

Old document has 36 pages. Since the new one takes longer, the number of pages in it is increased to 46.

The photo

To get a foreign document in a strictly format, you can prepare a simple photo taken in the studio. The procedure for the new is slightly different - you will get a photo in the Migration Department, since the snapshot must be digital, in a certain format.

Cost of

Which international passport is better, the old or the new sample, for the majority decides the question of its cost. 2000 rub. you have to pay for a simple passport, and for a new one you have to pay 1500 for a child, and for an adult - 3500.

The new document has the most modern protective mechanisms, and therefore it is impossible to falsify it. One of the security features is an electronic signature.

Regarding the time of manufacture, it is impossible to urgently issue a biometric ID, because it takes a long time to manufacture a chip. In other cases, there are no differences in terms.

You also need to pay attention to the new rules for transliterating your own names. Together with the passport, they were subjected to many changes. If you are not satisfied with the new spelling, then you can make a statement indicating that you want to leave the spelling of the name and surname unchanged. To such a request you will need to attach any document where they are listed as you need. You have the right to this, but you will need to argue such a request.

Record of children

If your young tourist you do not intend to issue a travel document, then you better order a passport of the old sample for yourself. You can write on the first page of your travel document. In the presence of a biometric document such a procedure is impossible. If you are preparing a biometric passport, then know that the child will have to have a personal document.

What is the cost of processing a new passport

I don’t know about the young generation, but when I think about a passport, I immediately recall the famous one from the work of Vladimir Mayakovsky: "... I take out a priceless load from wide trousers-duplicate ...", etc. But the Soviet Union is long gone, and some, let's say, are not at all proud of their citizenship. But it will not delve into the sensations) This post is devoted to a passport, but not internal, but foreign, which has for some time appeared before us in two forms: old-style international passport and new-type international passport

Old passport

The international passport of the “old” sample (approved by the RF Government Decree of March 14, 1997 No. 298, the passports are valid until they are replaced by the passports of the new generation) gradually goes down in history, therefore we will simply give it due respect and turn our eyes to the new generation passport.

New type passport (new generation - biometric passport)

Biometric international passport (first issued in 2006) contains an electronic storage medium (microchip with personal data and a color photograph of the owner in 2D format). It was believed that it was impossible to forge a microchip and, as a result, a passport itself. And it was considered until the moment when the Dutch scientist Jeroen van Beek from the University of Amsterdam did not prove the opposite in practice. However, protection technologies are evolving (for example, checking the microchip data for consistency with data stored in a single international database). In general, the reliability of a biometric passport is undoubtedly high and significantly exceeds the protection of a regular passport.

The issuance of new passports began on January 1, 2006 (if you suddenly find it interesting, the FMS recommends that you familiarize yourself with the Decree of the President of the Russian Federation No. 1222 of October 19, 2005). At the same time, the passports of the “old” model are valid until they are replaced by a new generation of passports. Outwardly, it is very simple to distinguish a biometric passport from a usual one: a microchip logo is affixed to the cover of a new passport

For reference: in Helsinki   equipment for reading data from biometric passports installed in helsinki-Vantaa Airport   and operates since 2008. At the end of last year, a trial operation of an automatic border control system based on biometric identification was also started at the Vaalimaa customs point. So progress, as they say, is obvious)

Advantages of a biometric international passport

At least the following can be noted:

  • new biometric passport valid for 10 years
  • more pages
  • significantly increased the degree of security and reliability of the document. The data on the microchip is protected using BAC technology, the access key is a combination of the passport number, expiration date and your date of birth. To obtain this data, you must access the first page of the passport
  • time of passing the passport control is reduced, since reading information from the microchip occurs instantly
  • it is believed that the presence of a biometric passport increases the confidence of representatives of the customs (border) services to the owner
  • if your child has a passport, he can travel with any of the parents, and not just with the one whose passport is entered

Disadvantages of a biometric passport

As we all know, there is no perfection in our mortal world ... Accordingly, besides the above advantages, the new biometric passport has some disadvantages. So, what does not like a certain category of citizens:

  • relatively high state duty (in my opinion is debatable, because the passport is still issued for 10 years)
  • reading equipment at the border may fail, then the speed of passage will be the same as that of holders of ordinary passports
  • it is impossible to enter a child, which implies the registration of a separate passport, even for a baby. This leads to another drawback: in a couple of years the child may change so externally that his passport will have to be changed.
  • must be worn with greater care not to accidentally break the microchip
  • if you often go abroad and all the pages of your biometric passport are filled, then you will have to get a new one (even if, for example, a few more years remain before the expiration date). Additional liners are not provided

About the latest innovations

On March 1, 2010, Federal Law No. 337-ФЗ dated December 21, 2009 “On Amending the Federal Law” On the Procedure for Leaving Russian Federation   and entry into the Russian Federation ", in accordance with which the validity of an international passport containing an electronic storage medium, increased to 10 years. At the same time, from March 1, 2010 was terminated   receiving documents for registration of a foreign passport with an electronic data carrier with a validity period of 5 years.

In addition to the increase in the validity period, "a duplicate of the priceless cargo" (again, I remember Comrade Mayakovsky), has grown a little fat, and contains no longer 38, but 46 pages, and also acquired new degrees of protection. FMS enlightens us further: "In the upper right corner of page 2, which is the turnover of the plastic liner, and intended to accommodate the owner's personal data, a protective element is placed in the form of a circle from metallized film. passports, seen in reflected light from different angles of view.In the engraved areas of the film, there is a diamond-shaped element with the image of the globe. Page 2 is protected by a lamination film with diffractive elements. "

Now about the colors of our life: "... entering in the passport of a parent information about his children does not entitle the child to leave outside the Russian Federation without a document certifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation. ”Actually, the latter means only that if the child has his own passport, he can travel abroad with any of the parents, and not only with This is a plus. But of course, there is also a minus. And this minus is as follows: although the child can be entered in the international passport (ONLY the "old" sample, it is impossible to write down the child in the biometric passport), it still requires a separate passport and visa (which implies additional costs). In addition, since they are photographed on a biometric passport on the spot, then you must take a child to get it, and if the child is small, this can cause certain problems (mothers of young children will understand).

Owner Listrecorded on a microchip approved Decree №125 of March 4, 2010   , and includes:

  • document Number
  • name and surname of the document holder
  • nationality of the document holder
  • date of birth of the document holder
  • document holder
  • color digital photographic image of the face of the document holder (biometric personal data of the document holder).

And what about those who have already received biometric passport   with a validity of 5 years? Actually - nothing. In a sense, they don’t have to worry at all, since the passport data will be valid until the expiration of the 5-year period.

Simultaneously with the issuance biometric passports   with a 10-year term of validity, from March 1, 2010, the issuance of foreign passports without an electronic medium (the so-called "old" sample, valid for 5 years) will be continued. So in this case the right to choose is yours, dear reader)))

And from July 1, 2013 it will be possible to issue international passport with fingerprints   (depicting papillary patterns of two fingers) of the owner, which will also be recorded on electronic media. This measure, according to the Decree of the President of the Russian Federation dated December 29, 2012. No. 1709 "On the passport of a citizen of the Russian Federation, certifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, which contains additional biometric personal data of its owner on an electronic data carrier", is introduced in order to increase the security of foreign passports.

Initially, this innovation will not be introduced everywhere (that is, it is not mandatory); Moscow, Moscow Oblast, St. Petersburg, and Kaliningrad Oblast will act as experimental cities / regions. At the cost of registration of passport this innovation will not affect.

How much does it cost to get a biometric passport

The state duty (according to Federal Law of December 27, 2009 No. 374-FZ) for issuing a passport without biometrics is:

  • 1000 rub.
  • for children under 14 years old 300rub.

The state duty for issuing a biometric passport is:

  • for adult (adult) - 2500rub.
  • for children under 14 years old 1200rub

An application for a new passport for an adult (adult) is possible (in * .pdf format). For a child under the age of 18, an application is available (in * .pdf format).

Applications must be completed in duplicate (or, accordingly, print out the completed application in two copies). To facilitate the procedure, you can use another opportunity that is offered on the FMS website - download and install the program. "Questionnaire PVDNP"   , which is specially designed for filling and printing of application forms for obtaining a passport with biometric parameters (PVDNP).

In addition, from April 2010, it became possible to apply for an international passport Single portal for state and municipal services (functions)   . Choose the necessary type of document and get into the section "Description of the service"

Applying for a passport (with a package of all necessary documents) is made only in person.

For residents of St. Petersburg and the Leningrad region on the website of the Office of the Federal migration service   in St. Petersburg and LO is provided online passport readiness check service   (by series and number russian passport   or by series and birth certificate number). Actually, the window looks like this

Choose the desired type of search, enter data and see. But do not hurry. I entered my data on the 5th day after the delivery of the documents (I handed over the documents, however, in the Single Document Center), for which I received only a message that there is no data on my passport in the database.

I think a similar service is available on FMS sites in other regions.

Additional documents for registration of the passport for men aged 18 to 27 years

If you are a representative of the stronger sex and are in a great age from 18 to 27 years old, then the basic list of documents slightly increases. To confirm that you are not called up for military service (or are not sent to alternative service) on the day of application, you must additionally submit one of the following documents:

  • military ID with a conscription
  • military ticket with the mark "Limited to military service"
  • relevant certificate of the military commissariat at the place of residence

What is the period of registration of the passport?

Duration international passport   - no more one month   (according to article 10 114-ФЗ "On the procedure for departure from the Russian Federation and entry into the Russian Federation"). But this is the case if you are applying at the place of registration. But if at the place of residence, then this period may stretch quite legitimately up to four months!   Even if you work near the Federal Migration Service of another district of the same city and would like, in order to save time, to apply for an international passport at work. This is very strange, but I specifically went to the division of the FMS, which is not far from my work and clarified this amazing moment. On this occasion, I wrote in more detail in the post "We receive a passport in the Unified Document Center in St. Petersburg." So keep in mind (just in case).

In addition, if you are a serious person and have (or had) access to information of particular importance or completely secret information classified as state secret in accordance with the Law of the Russian Federation of July 21, 1993 No. 5485-1 “On State Secret”, then the period registration passport must not exceed three months   from the date of application for issuance of a passport.

The date of submission of the application is the day of submission of all properly executed documents and photographs. But there are a number of circumstances, in the presence of which this period may be significantly reduced: "... In the presence of documented circumstances related to the need for emergency treatment, a serious illness or death of a close relative requiring departure from the Russian Federation, the period for issuing a passport should not exceed three working days from the date of application ... Date of application the day of submission of all provided and duly executed documents shall be considered. "

"

Before you begin the procedure for obtaining a passport, many people wonder which document is best to receive - an old-style passport or containing an electronic medium (of a new generation). Actually, it is difficult to give a specific recommendation on this matter. Each option has its own characteristics and advantages. We asked the specialists of the Unified Document Center, the largest document processing center in St. Petersburg, to tell more about the differences between the old-style passport and the new generation.

Registration of a foreign passport of a citizen of the Russian Federation is clearly regulated by current legislation. The procedure for issuing passports determines the special Administrative regulationsapproved by order of the FMS. According to this regulation, a citizen of the Russian Federation may receive one of two main types foreign passports   of their choice - an old-style international passport and a new-generation international passport.

Old sample

Foreign passport of the old sample is issued for a period of five years. Its design in accordance with the regulations takes the same time as the design of a new generation foreign passport.

The state duty on an old passport is lower than on a new generation passport. Since January 1, 2015, the size of the state fee for issuing an old-style passport abroad is 2000 rubles. for citizens from 14 years, 1000 rubles. - for minors under 14 years old.

New generation

The international passport of the new generation contains an electronic carrier of information about its owner, issued for a period of 10 years. All information about the passport holder contained in this document, as well as some additional information, is recorded on electronic media. It is also called biometric. A microchip is built into the international passport of the new generation, which is guaranteed to protect it from fakes. The number of pages in such a passport is more than in the old-style passport - 46. When you make a new generation passport, the procedure for fingerprinting citizens from the age of 12 is mandatory.

For a year now, a new Administrative Regulation has been in place for obtaining a new generation of international passports, which has recorded a number of changes that simplify the procedure for preparing documents. A new questionnaire form was approved - the applicant is required to submit a questionnaire filled out on a new form and only in one copy. The applicant does not need a photo for the questionnaire - the inspector makes a survey on a special complex while receiving the documents. The state duty for registration of a new generation passport for citizens over 14 years old is 3,500 rubles, up to 14 years - 1,500 rubles.
